Dr. Richard M. Bissell, Jr.
CIA Deputy Director Plans, 1961-1962

Dr. Bissell, along with Dr. Charyk, served as co-director of the NRO from September 1961 to February 1962. He established streamlined practices for aerial and satellite reconnaissance and developed strategies for peacetime surveillance of denied areas. He brought the first U.S. imagery satellite, CORONA, into operation and introduced security systems to protect reconnaissance assets.
