The NRO was established as a joint partnership between the Department of Defense (DoD) and the Central Intelligence Agency (CIA) to facilitate the execution of the National Reconnaissance Program. Since its inception, the NRO has been staffed in part with individuals from the CIA. Many important responsibilities and authorities are delegated to CIA personnel at the NRO to provide complete mission enabling capabilities.
