Dr. Brockway McMillan
Under Secretary of the Air Force, 1963-1965
Dr. McMillan promoted the development of a second generation of reconnaissance satellites: the ARGON satellite mapping system, and LANYARD, the first attempt to acquire higher resolutions imagery. He advocated maintaining the NRO as the primary U.S. agency in space reconnaissance.
