Dr. John L. McLucas
Under Secretary of the Air Force, 1969-1973

Dr. McLucas supervised the final operations of the CORONA program and the development of the third generation of satellites. Under his leadership, NRO significantly improved signals collection. He also increased the role of the U.S. Navy in space reconnaissance. Dr. McLucas later served as Secretary of the Air Force, the first NRO Director to serve in that role.
